From Kendallville through the Driftless Area National Wildlife Refuge, the Upper Iowa cuts 135 miles of limestone bluffs and spring-fed coldwater reaches across Allamakee and Winneshiek counties. At 680 CFS average with an optimal range of 300–2,000, this Iowa Scenic River shifts character significantly along its length. The 25-mile Kendallville to Bluffton section runs through the steepest bluff country, while the 30-mile Bluffton to Decorah stretch holds coldwater trout in spring-fed tributaries. Below Decorah, 15 miles of Class I–II riffles lead to the final 30-mile valley reach before the Mississippi confluence. The river benefits from the Driftless topography — no glacial till means cleaner baseflow and more stable temperatures than most Midwest rivers of comparable size.
