Below Watauga Lake, TVA releases drive 60 miles of whitewater through North Carolina's Watauga and Avery counties at an average 520 CFS. The Hampton to Siam section cuts through Watauga Gorge with Class III-IV drops that established this as a high country kayaking destination by 2023. Above the gorge, the tailwater to Hampton stretch runs Class II-III on controlled releases, while below Wilbur Dam the gradient eases to Class II toward Elizabethton. Optimal flows range from 200 to 800 CFS on USGS gauge 03479000, with the gorge section protected within Watauga County State Natural Area. High Country Paddlers and NOC High Country run commercial trips on the more accessible sections. The 1772 Watauga Settlement along these banks declared itself the first free and independent government in America, predating the Declaration of Independence by four years.
