Wild & Scenic for its upper 33.8 miles, the North Umpqua cuts 110 miles through Douglas County's volcanic terrain at an average 2,200 CFS. Above Steamboat Creek, fly-fishing-only regulations protect what many consider Oregon's premier steelhead water. The river scales from Class I-II through Susan Creek to Toketee, where volcanic canyon walls frame the most striking corridor, then builds to Class III through the popular family section from Toketee to Horseshoe Bend. The Narrows and Tioga sections near Glide deliver the heaviest whitewater at Class III-IV. Optimal flows run 1,000-4,000 CFS on gauge 14317500, with commercial outfitters like Steamboat Inn and Swiftwater Rafting operating through the Umpqua National Forest sections. The combination of technical rapids and blue-ribbon trout water makes this one of the few rivers where paddlers and anglers compete for the same pools.
