From Kinzua Dam through Pennsylvania's Warren, Forest, and Venango counties, the Allegheny flows 325 miles at an average 4,800 CFS — big water that stays manageable in its Class I character. The Wild & Scenic designation in 1992 protects key stretches including the 35-mile run from Kinzua Dam to Tionesta, where paddlers camp on forested islands within the Allegheny National Forest. Below Tionesta, the river passes through recovering oil country for 30 miles to Oil City, then continues another 25 miles to Emlenton through the lower Wild & Scenic reach. The Allegheny Islands Wilderness preserves several of the larger islands as roadless habitat. Optimal flows range from 1,500 to 8,000 CFS, with gauge 03025500 providing readings. Local outfitters Allegheny Outfitters and Indian Waters Canoe & Kayak serve the corridor with rentals and shuttles.
