Clinch River — Norris Tailwater
About
Below Norris Dam, the Clinch River runs 20 miles of cold tailwater through Anderson County, Tennessee — the product of TVA's first major project, completed in 1936. TWRA manages this as Trophy Trout Water, with the upper five miles from the dam to Miller Island holding the strongest populations. At 1,400 CFS average, the Clinch pushes hard enough for drift boats but stays wadeable in the 300–2,500 CFS optimal range. The middle stretch from Miller Island to Massengill Bridge covers 10 miles of prime drift-boat water, while the lower five miles fade toward the backwater of the next impoundment. Clinch River Outfitters runs guided trips through the system. The dam release schedule controls everything here — check gauge 03534500 before making plans, as generation can push flows well above the fishable range with little warning.
River conditions are community-verified. CFS ranges, difficulty ratings, and access points may not reflect every flow level or seasonal change. Always check current conditions, scout unfamiliar rapids, and paddle within your skill level.
